It's the Girl Who Goes to Do Some Shopping - Slowly Minute

Slowly Minute is the solo project of 24-year-old Sapporo resident Takahiro Chiba. Takahiro blends crazy melodies that don’t line up with each other into playful electronics and live instrumentation - sounds of harps poking at pianos, beats that feel like the computer is drunk, vocals from a cartoon dreamland, and a strangely cinematic, often hilarious use of classic stock keyboards. With a youthful outlook, Slowly Minute leads on from Nobukazu Takemura's work with Aki Tsuyuko, giving a nod to the lush vocoder pop of Air, all the while seeming to let random chance run the show.
